Norman Cofer is a recipient of the Brigadier General Billy Mitchell Award with the U.S. Civil Air Patrol.  This award is comparable to Eagle Scout rank with the Boy Scouts of America.

Mr. Cofer has a Bachelor of Science in Business Administration (BSBA) Economics from the University of Central Florida (UCF) in Orlando, FL.  He also has a Master of Science (MS) in Quality Systems Management from the National Graduate School in Falmouth, MA.  Mr. Cofer is also currently enrolled in a graduate program for a Master of Real Estate Development (MRED) at the University of Maryland in College Park, MD.


Mr. Cofer is a veteran of the U.S. Air Force.  As an Airman, Mr. Cofer was a member of the 820th Rapid Engineer Deployable Heavy Operational Repair Squadron Engineers (RED HORSE) at Nellis AFB, Las Vegas, NV, and the 12th Civil Engineering Squadron (CES) Prime Base Engineer Emergency Force (BEEF) at Lackland AFB in San Antonio, TX.  During his service, he was deployed many times.  In 1994, he served as part of Operation Uphold Democracy in Haiti which was a military intervention designed to remove the military regime installed by the 1991 Haitian coup d’état that overthrew the elected President Jean-Bertrand Aristide.  The operation was effectively authorized by the July 31, 1994 United Nations Security Council Resolution 940.  Mr. Cofer was deployed to Guantanamo Bay, Cuba in 1994 during the Haitian Refugee Crisis.  The refugee camp at Guantanamo Bay detained refugees seeking asylum.  Additionally, Mr. Cofer was deployed to Guatemala in 1995 as part of Fuertes Caminos 95-N Joint Task Force Timberwolf providing nations assistance exercises.  At that time, the Guatemalan Civil War was still ongoing.  Mr. Cofer also served on Temporary Duty (TDY) at the U.S. Air Force Academy in Colorado Springs, CO during the construction of a test laboratory engineering facility for Air Force Academy civil engineering cadets.


Mr. Cofer is currently employed as a Contracting Officer with the Internal Revenue Service in Lanham, MD.  He has achieved Federal Acquisition Certification – Contracting FAC-C Level III.  His responsibilities at the IRS include Information Technology (IT) acquisitions.


Prior to this assignment, Mr. Cofer was a Contracting Officer with the Immigration and Customs Enforcement (ICE) in Washington, DC.  He assisted with the procurement of an armed guard transportation services contract regarding the provision, operation, and management of the transportation and protection of detainees.  Additionally, he performed Contract Administration duties on different contracts with ICE.


Mr. Cofer also was a Contracting Officer/Lead Contract Specialist with the Pension Benefit Guaranty Corporation (PBGC) in Washington, DC.  He led a team of Contracting Officers/Contract Specialists as a Lead Contract Specialist.  Primarily, Mr. Cofer worked on investment management and IT procurements.  His responsibilities as a Contracting Officer for the investment management procurements included traveling around the country and meeting with the CEOs, executives, and Certified Financial Analysts (CFAs) at these firms.


Mr. Cofer was a Contracting Officer with the Department of Justice (DOJ)/Office of Justice Programs (OJP) in Washington, DC.  He procured and administered contracts/task orders specific to the agency’s mission and needs.

Prior to OJP, he was assigned to the U.S. Coast Guard (USCG) Engineering Logistics (ELC) in Baltimore, MD as a Contract Specialist.  The USCG ELC is now the USCG Surface Forces Logistics Center (SFLC).  Mr. Cofer’s responsibilities included contracts for Coast Guard Cutters and the administration of tank and bilge cleaning contracts.

Mr. Cofer began his contracting career at the U.S. Coast Guard (USCG) Civil Engineering Unit (CEU) Providence in Warwick, RI as part of a Contract Specialist intern program.  As an intern, he procured and administered construction contracts at different Coast Guard installations.  He successfully completed the intern program and was subsequently assigned to USCG ELC in Baltimore, MD.
